How come only a few docks have places to tie up in free roaming mode? ???

Every mooring point (bollard) is an interactive element. You would need so much of them, that every normal PC will break down, if you could moor where ever you want.

You can just make an empty mission and fill it with bollards. Then you can tie up your vessel exactly where you want. ;)

Ive tried to make my own mission but I cant figure out how?? ;D

So if i am understanding this correctly....I need internet access at home inorder for me to use the mission editor?

No... You do not need internet access at home. You need to register your SS license key to your forum profile in order to access the missions section where you can get the tutorial.
Go to PROFILE in the top menubar.
Then scroll down to where it says 'License key registration:' and enter your license key.
If your key is valid, you will have access to the mission board and the technical support area.
