Title: Weather is glitched?! Help!

(on Steam) So I just got the game today and went and played on free roam. Later, when I tried to play it again and tried to make it rain, It was just a spasm of rain, then 30 seconds later it all disappeared. I re installed the game and verified the integrity of game cache but it still doesn't work. Can anyone please help?
