Sorry about that. I don’t know if VSTEP has plans to release an SDK or editor for constructing your own environments, if that’s what you mean.

I'm afraid, in a nutshell. No. There isn't going to be an SDK. But don't despair. The post above explains what can/can't be done.
Have a look around features and suggestions- there are several threads about UNofficial 'vote your favourite' ports/ships etc. Whilst these do not have any official backing from Vstep, you can be sure that they look at them and if something looks like being popular and selling enough copies of an add on... you never know.

New scenery
The effort and workflow for creating new scenery for the game is time consuming and complex. We are still working on improving the internal toolset and procedure, so it is not possible to involve 3rd party developers in this process, until we have progressed this further internally.
There's some hope after all :)

I tried to create the traffic separation scheme of Dover Strait with a navigation chart of Dover and the Rotterdam North sea environment. Soon I found out I could get only 3 different buoys and posted this topic
