In the US when a tug has a tow and it has his lights on IT has the right of way over ALL vessels! In your sim the tug needs to be armed! !:)

Nope every sea going vessel have to apply Colreg 1972 wether she is sailing in US or not. Can you imagine the mess if every country start to set it's own rules.

Actually a tug towing and the towed ship would be considered as 'Vessel with restricted maneuverability', which means pet1408 is right, or almost right. ;)

Rule 18 – right of way – The right of way order is:
• Power driven vessel.
• Sailing vessel.
• Fishing vessel (engaged in fishing, so not when she’s sailing from and towards the fishing grounds!)
• Vessel with restricted maneuverability. [tugs on duty]
• Vessel not under command.
For example; this means that a Vermaas should give way to a fishing vessel, but a fishing vessel gives way to the Sherpa towing a rig with restricted maneuverability or a laden Latitude sailing in a narrow fairway. .

True, but this is just for Ship Simulator purpose, so errors can be made, since not everyone are working on this domain. A lot of people are here for fun, and ask questions or confirmations for personnal knowledge only. In this context, being 'almost right' can be just fine for them. ;)
The answer you brought wasn't false, but incomplete. If you say ''you are incorrect, they follow the collision regulation'', it doesn't really help...
Although, if you say ''You are incorrect, they follow the collision regulation, which states that...'', it would bring a much more complete answer. ;)

I completely forgot about traffic regulations when I started playing simulated. I used to know rules for an outboard fishing boat but now I want to make sure I don't make a faux pas during multiplay.
COLREGS is written in pretty easy to understand language but I wonder if it would be worth it for me to excavate the rules in a numbered list for those who are interested in using them in-game?
Perhaps pet1408 is referring to this:
"(c) Nothing in these Rules shall interfere with the operation of any special rule made by the Government of any State with respect to additional station or signal lights, shapes or whistle signals for ships of war and vessels proceeding under convoy,"
