I was thinking of repainting Some Locomotives for Railworks, But First need Adobe Photoshop Which I don't feel like paying for.

I've always found Serif PhotoPlus very good, it has most features that PhotoShop does (I don't imagine it has them all though) and it's cheaper. Serif customer service is also excellent.

You could try GIMP - it's free and has many features photoshop has.

I also use gimp - in the beginning it's a bit complicated to handle, but it offers lots of possibilities. Once you've got used to it, it's a fine program.
For quick exposure- or wb-corrections and shadow adjustment I use a german program called jpg-illuminator - a really good and useful program. Don't know if there are english lanuage files available.

I would recommend GIMP - I used it for a long time and you can get excellent results after using it for a while.

Photoshop plug ins usually work with gimp
