The stats do not always tell the actual speed that you can get from a boat—which obviously depends upon the sea state.
The Mission Editor Notes tell how to set up a simple course to actually measure the speed.
When you ask questions like this, you should use the names of the boats. That should not be too difficult.

Probably more significant is the percent of time the props or jets are out of the water for waves of shorter length.
Also a factor in limiting speed is the amount of rudder necessary to maintain course.
