Title: Mooring Stations -- where are they?

I've been free-roaming with the Orient-Star primarily in San Francisco, but I have yet to come across a dock in SF or any other place that has a mooring hook to where I can attach the lines to.

Can someone help me with some directions?  I usually set my waves (wind) quite high.  So after docking, my ship gets floated away over time.... even with the Anchor on, a portion of the ship still drifts out from the pier.

As of yet, there are no mooring bollards in free roam. However, according to the 1.3 release notes that is soon to change. :)
