In SS08, the rain will stop falling at the horizon line from any internal view, but the externals show it falling below the horizon line... is there a fix for this or not yet?

The rain is a two-dimensional screen, not a 3-D effect. For internal (bridge) views it is near the bottom of the layers, just above the sky. That is why it stops at the horizon.
For external views, the rain screen is the top layer so you will see it falling between you and the ships; and past the horizon.
It is not real water, so it can’t get anything wet. Adding splashes on decks (where there is not really any rain) would, as Terry said, be too expensive, and kill the frame rate.
Live with it.

WM is right,
3D Rain will take up a lotof spacage for Ship Simulator. 2D is better and we all live with it like SD said.

To simulate rain landing, a 2d decal system is mostly used. Maybe this will be implemented in the upcoming version.

And even water coming out of the screen?
That'll be a good idea as going to bath will be unnecessary.
