Who is allowed to create multiplayer servers and how would I make one?

1. Take a look round the ship sim website
2. Why do you need to set one up
3. Plz don't, it wrecks the whole multiplayer, its bad enough as it is with them unused 'New Hoz' ones made by the uriii person

All has allowed to set up a multiplayer server, you can download the server programe here
