how do you add new ships and where?

Ship Simulator 2008 ships are built in by VStep. They put more ships in it by putting the new ships in the ShipYard at www.shipsim.com/shipyard
And the still latest ship to download and add to SS08 is the MV Jumbo Javelin. The ships are added and shown by Pjotr, one of VStep's game developers. So SS08 ships can not be added from any other websites but the Ship Simulator ShipYard.

you need to model a ship, with collision models etc
then you need to convince VSTEP to make the vessel with you

it could take a long time and a lot of convincing to get VSTEP to even consider it.
