Title: I KNOW HOW TO GET ON THE LOWER DECKS OF THE OCEAN STAR.

Ever wanted to get on the Life Boat deck of the Ocean Star well this might not work for you but it did for me.
I found this out totally by incident.
So :

1. Go on the Walkabout veiw and go the the back of the ship

2. When on the very back on the Left Side of the ship (if looking forward towards the bridge) go next to the stairs (to the right of them).               

3.  Then Run (Shift + Up)

Im sorry if this didnt work for you but you should give it a try.

Do as 1 and 2 say then you go towards the center of the ship sideways up+left/right . :)

This is a bug and it has been known for a while. I'm sure there is a list of known bugs around here somewhere...
