Why do tugboats have taller masts than other ships

Maybe its to hold lights and maybe water cannons etc.

Usually, the mast is taller to allow room for the towing lights, they have to be at least a Meter (Or two! I've forgot :o) apart (as far as I'm aware). Although, I am talking about regulations that are roughly about 8-10 years old here. So it may not be the same now.

Correct, also because of the required height between the headlights and sidelights.
