Title: Oil tanker awarness

Found on youtube, at first I thought it was a clip from movie

If the other guy couldn't turn, why didn't he say so before he was that close?

Because, as you hear on the radio, the second vessel claims that the collision can be avoided if the Chief Officer keeps his speed.

The other vessel on his port side should alter course to starboard like they did. So far, so good (except that both vessel waited that long with taking action). There can be a lot of reasons why the other ship wasnt able to turn anymore, fault in the steering equipment, black out etc. etc.

If things have progressed so far that avoidance requires turning by both vessels, then both must turn. If the give-way vessel isn't giving way, for any reason, the stand-on vessel should take avoiding actions.

You must take all neccessary actions in a way that your intentions will be obvious to the other vessel.
