I think, (and this is just a hunch, mind you), that it's a ship being hit by a torpedo.

HMAS Torrens, sunk as a target by HMAS Farncomb, in June 1999 using a Mark 48 torpedo.

I quote pictures for a reason, it makes it harder for people to jist go back to the page the picture was taken from.

Seems a bit silly to destroy one of your own ships. MUCH easier to start a war with another country and use THEIR ships for target practice.
